In 2024 alone, AI startups attracted €38.8 million in investments, reflecting growing investor confidence in artificial intelligence innovations. Leading Lithuanian AI companies are developing solutions across industries such as fintech, cybersecurity, and healthcare, helping position Lithuania as a rising hub for AI technology in Europe. Lithuania Shows Steady Growth in European Innovation Scoreboard 2025

In the last years, in fact, Lithuania has shown an impressive innovation progress, whose performance has increased by 17.4% since 2018. In other worlds, the country has grown by 1/3 more than the EU average, that sets at 12.6%. Such growth is supported by large investments by the most diverse economic businesses and venture capitals, resulting in great numbers of companies implementing process innovations and increasing shares of employees working in innovative enterprises. It is also incentivized by the state, whose focus on science and technology aims at creating high value-added solutions and encouraging innovation-driven funds. All in all, public sector investment in research and experimental development (R&D) has grown by 15.3% over the past year, making Lithuania rank 15th in the EU for this metric.

Lithuania Advances AI Innovation with New Testing Sandbox

Lithuania is boosting its AI development by creating an official “sandbox” — a controlled environment where companies can safely test and develop AI technologies before market launch. The government has approved new regulations to speed up the implementation of the EU’s Artificial Intelligence regulation. In such a way, this initiative allows the country not only to align with the EU’s AI regulations, but also to accelerate internal innovation while ensuring compliance and safety. The Innovation Agency and Communications Regulatory Authority will oversee the sandbox, positioning Lithuania as a regional leader in AI development. Their aim is to help start-ups and other businesses get support, and to ensure that AI solutions are reliable and safe for users.
